Porsche Middleton is the Vice Mayor of the City of Citrus Heights, representing District 5, and a recognized leader in housing, healthcare, and community development across California. First elected to the City Council in 2018 and re-elected in 2022, she has also served as Mayor, making history as the first African American woman elected to the council and to hold the mayoral office in the Sacramento region.
Her public service is marked by a focus on practical solutions that strengthen communities. Middleton has advanced initiatives centered on public safety, economic growth, and responsible housing development, while maintaining a strong emphasis on local accountability and regional collaboration.
At the state level, Middleton was appointed by the Governor to serve on the California Housing Partnership Board, where she contributes to policy and strategy aimed at expanding affordable housing and addressing homelessness across California. Her work reflects more than a decade of experience in housing systems, including her early career supporting individuals transitioning out of homelessness.
She has also held leadership roles with the League of California Cities, collaborating with municipal leaders statewide on policy, governance, and best practices that strengthen cities and local economies.
Before entering elected office, Middleton built a career spanning both the public and private sectors, including executive leadership roles and work in large-scale program and project management. She is a certified Project Management Professional (PMP) and brings a disciplined, results-oriented approach to governance and organizational leadership.
In addition to her public service, Middleton is the Founder and CEO of a Sacramento-based home healthcare company focused on high-acuity memory care. Her work in this space is driven by lived experience and a commitment to helping families navigate dementia care with dignity, structure, and practical support.
Across every role, Middleton is known for a clear governing philosophy: listen first, act decisively, and deliver outcomes that improve everyday life for families. Whether addressing housing challenges, supporting economic development, or building systems of care, her leadership is grounded in execution, not rhetoric.

HOUSING THAT FITS CITRUS HEIGHTS
Increase housing options for seniors working families and first time buyers
• Require smart development standards that respect neighborhood character
• Focus on housing near services jobs and transit to reduce traffic and sprawl
Smart Infrastructure and Connectivity
• Supported the Multi Modal Transportation Safety Program, a community-driven initiative to improve crosswalks, signage, striping, and traffic calming across neighborhoods, making roads safer for drivers cyclists and pedestrians.
• Backed Electric Greenway multi-use trail, a nearly 3-mile class I pedestrian and bike path to connect parks schools and neighborhoods strengthening active transportation options.
• Championed city participation in larger planned Capital Improvement Program infrastructure investments, including complete streets projects and pavement preservation that support safer routes for all users.
• Advocated for local roadway repairs restriping and enhancements like sidewalks buffered bike lanes and new street lighting to improve safety and connectivity near schools and key corridors.
• Played a leading role in bringing micro trenching to Citrus Heights by building relationships and connecting utility providers technology partners and city staff to modernize infrastructure while minimizing street disruption
